			<content:encoded><![CDATA[<p>Authorities in west China&#8217;s Xinjiang Uygur Autonomous Region have decided to send more high school students, especially ethnic Uygurs, to schools with better educational resources in inland regions, a local official said Friday.</p>
<p>The number of students from Xinjiang enrolled at inland high schools will increase by 712 to reach 7,090 this year, according to Tilixati, an educational official with the regional government.</p>
<p>More than 90 percent of the enrollment slots will go to Uygur ethnic minority students, the official said.</p>
<p>Educational authorities started the program in 2000, aiming to give Uygurs living in the country&#8217;s remote western regions easier access to quality education and to give them more opportunities.</p>
<p>A similar program helped 70,000 Tibetan students to study at inland middle schools and colleges since being launched in 1985.</p>
<p>About 95 percent of the 13,200 Xinjiang natives who have participated in the program over the past decade have made their way into universities and colleges in inland regions, official statistics show. More than 60 high schools in 36 inland cities are currently participating in the program.</p>
<p>Xinjiang, which accounts for one-sixth of China&#8217;s total land area, holds rich oil reserves but remains relatively poor. Last year, the central government created a set of favorable policies to boost the region&#8217;s economic development, including tax cuts, financial support and programs that send professionals from various industries to the region to provide consultative support for local businesses and governments.</p>

<p>The referendum next Wednesday is to decide whether to uphold the opposition-dominated city council&#8217;s decision last December to provide free meals at all elementary schools in South Korea&#8217;s capital city starting later this year.</p>
<p>The city council, controlled by the biggest opposition Democratic Party, wants to expand the program to include all middle school students from 2012.</p>
<p>Conservative Seoul mayor Oh Se-hoon, backed by the ruling Grand National Party, downplays the plan as &#8220;welfare populism&#8221; and has offered an alternative plan aimed at providing free meals to students from low income families starting in 2014.</p>
<p>Critics of the mayor, who was reelected last year for a second term in office, say Oh&#8217;s plan will stigmatize children and call for boycott of the referendum. Oh&#8217;s attempt to scrap the city council&#8217;s plan requires a voter turnout of 33.3 percent or higher and a majority approving the mayor&#8217;s alternate plan.</p>
<p>President Lee, Oh&#8217;s predecessor, has repeatedly voiced opposition to what he calls populist policies espoused by his liberal opponents.</p>

<p>Qu Tianxiao, a freshman at the Dalian Naval Academy, is closer to his dream of commanding a Chinese warship and paying a friendly visit to his counterparts in other countries, after some winning performances in swimming and sailing competitions.</p>
<p>The competitions were part of the Second Naval Military Triathlon and Naval English Competition, which concluded on Sunday in Qingdao of East China&#8217;s Shandong province.</p>
<p>Qu was among the 80-plus excellent students selected from three leading Chinese naval academies and universities to take part in the competition held by the People&#8217;s Liberation Army (PLA) Navy Headquarters.</p>
<p>&#8220;It has always been my dream to devote myself to a stronger Chinese navy and take part in an international mission, either for a convoy in Somalian waters or a friendly visit to neighboring Russia,&#8221; said the 20-year-old shy but ambitious freshman.</p>
<p>Early this year, Qu and his classmates took part in a swimming competition with naval students from 12 countries, and they came in at fourth place.</p>
<p>In the past three days, student competitors from the Naval Aeronautical Engineering Institute (NAEI) based in Yantai of Shandong, the Dalian Naval Academy based in Northeast China&#8217;s Liaoning province, and the Naval University of Engineering based in Wuhan of Central China&#8217;s Hubei province, competed in 1,000-meter swimming, 13-member sampan, flying-tiger sailing and naval English competitions.</p>
<p>Students, mainly sophomores and juniors, from the NAEI were group champions in the swimming and sampan events, and the other two academies came first in sailing (Dalian Naval Academy) and English competition (Naval University of Engineering).</p>
<p>Zheng Zhisong, an official in the universities and colleges department of the navy headquarters, said the competitions would beef up naval students&#8217; fighting sprits and improve the navy&#8217;s capacity, especially in international exchanges.</p>
<p>&#8220;The competitions are designed to foster naval students&#8217; spirit of endurance, courage and teamwork, deepening the navy&#8217;s military professional quality and capacity training,&#8221; said Zheng.</p>
<p>Different from other triathlons, the event is intended to establish a characteristic brand built on naval military skill and technique competition.</p>
<p>&#8220;It will also help to increase students&#8217; international communication skills and enhance the Chinese navy&#8217;s global influence,&#8221; Zheng added.</p>
<p>Zheng said the Chinese navy has become an open force, with more international exchanges and cooperation in recent years.</p>
<p>By the end of June this year, the Chinese navy had sent 24 warships to the Gulf of Aden and Somali waters to protect 3,960 ships from rampant piracy, statistics from the navy headquarters show.</p>
<p>Meanwhile, the Chinese navy had received 154 visiting warships from 41 foreign countries and sent 38 groups of warships to visit 53 countries.</p>
<p>Zheng said naval students are the future of the Chinese navy, and they will go abroad for visits or training not only after graduation but also during their university period, and a solid command of naval English and high international quality will be required.</p>
<p>For instance, more than 100 naval students from the Dalian Naval Academy, the first PLA Navy&#8217;s institute of higher learning, are visiting Russia and the Democratic People&#8217;s Republic of Korea on the training ship Zhenghe.</p>
<p>They are supposed to complete offshore teaching and training tasks and communication activities with local navy servicemen and naval students.</p>
<p>All three academies and the Naval Submarine College in Qingdao have been equipped with swimming pools, sampans, sailboats and supporting facilities to ensure students&#8217; training.</p>
<p>Swimming classes are scheduled every week, and sailing classes are usually held during weekends and summer vacations.</p>
<p>The Second Naval Military Triathlon was also part of the ongoing 21st Qingdao International Marine Festival.</p>
<p>Qingdao hosted the 2008 Olympic Sailing Regetta and is known as the Sailing City of China.</p>

<p>Having received a full scholarship from the Chinese government, Pourpraser is one of many students from member countries of the Association of Southeast Asian Nations (ASEAN) who have benefited from closer educational cooperation between China and the ASEAN.</p>
<p>Official statistics released by China&#8217;s Ministry of Education during the fourth China-ASEAN Education Cooperation Week, an educational conference currently taking place in southwest China&#8217;s Guizhou Province, showed that from 2008 to 2010, the number of ASEAN students studying in China surged from 34,000 to 49,000, registering an average annual increase of 7,420 students.</p>
<p>The number of Chinese studying in ASEAN member countries ballooned from 68,000 to 82,000 over the same period of time, increasing by 6,960 students each year.</p>
<p>Liu Baoli, deputy director of the Department of International Cooperation and Exchanges of the Ministry of Education, said that the exchange program has received &#8220;high recognition&#8221; from educational officials from both China and ASEAN countries at the conference.</p>
<p>&#8220;More and more youngsters in China and the ASEAN are learning about each others&#8217; languages, culture and history,&#8221; said Liu.</p>
<p>Liu Jinghui, secretary-general of the China Scholarship Council regards the exchanges as being &#8220;particularly significant at the moment,&#8221; as China and ASEAN member countries collectively make up one of the world&#8217;s most dynamic economies. These regions will need to find new engines for future development after achieving rapid economic expansion over the last 20 years, according to Liu Jinghui.</p>
<p>&#8220;Competition in the age of globalization can be reduced to a competition of talent. Increased international student exchanges represent a general trend,&#8221; Liu Jinghui said.</p>
<p>Misran Bin Karmain, deputy secretary-general of ASEAN, said that he hopes Asia&#8217;s new generation of students can improve their abilities and gain invaluable experience through overseas studies, as this will help to to become more competitive in a rapidly changing global market.</p>
<p>To inspire youngsters students in China and ASEAN member countries to study abroad, the Chinese government promised to provide scholarships to 10,000 ASEAN students by 2010. It reached cooperative education agreements with Malaysia, Vietnam, Brunei, Myanmar, Laos, Cambodia and Philippines and signed mutual diploma recognition contracts with Malaysia and Thailand to that end.</p>
<p>A total of 31 ASEAN universities have inked 135 cooperation agreements with 47 Chinese universities so far, according to Liu Baoli.</p>
<p>At Chinese institutes of higher education, students can major in all languages spoken in ASEAN countries. For students from ASEAN member countries, China has trained nearly 5,000 Mandarin Chinese lecturers and volunteers to provide the students with language instruction.</p>
<p>&#8220;These advancements have provided solid policy and legal support for China and ASEAN members to enhance their collaboration in higher education,&#8221; said Liu Baoli.</p>
<p>China&#8217;s Ministry of Education has planned to turn China into Asia&#8217;s most popular destination for overseas students. By 2020, the number of foreign students studying in Chinese mainland universities, as well as primary and middle schools, is predicted to reach half a million. <p>More than 40,000 senior high school students and more than 20,000 secondary vocational school students will benefit from the new policy, according to a decision passed at a meeting held by the Tibet regional government Thursday.</p>
<p>All their tuition and miscellaneous fees &#8212; ranging from 620 yuan (97 U.S. dollars) to 1,650 yuan for a student &#8212; will be exempted under the new policy.</p>
<p>The government needs to input more than 40 million yuan a semester to support the new policy, according to the meeting&#8217;s decision.</p>
<p>According to China&#8217;s Compulsory Education Law, Chinese children are entitled to nine years of free education, covering primary and junior high schools.</p>
<p>Tibet is the first among the 31 provincial-level regions on the Chinese mainland to extend free education to all senior high school and secondary vocational school students.</p>
<p>Previously, a few sub-provincial places had adopted the same policy &#8212; such as Zengcheng City in southern Guangdong Province and Xilin Gol League in northern Inner Mongolia Autonomous Region.</p>
<p>Other regions, including Jiangxi Province, are planning to follow suit.</p>
<p>In addition, authorities in Inner Mongolia announced earlier this year that free education will cover all senior high school and secondary vocational school students in the region within three years.</p>

<p>The latest plan would extend grants and loans to 60 percent of the neediest students, up from 40 percent, and lower the average interest rates on loans from 5.3 percent to 2 percent.</p>
<p>The students, however, call the plan &#8220;empty&#8221; and demand free access to higher education for at least 70 percent of the country&#8217;s population.</p>
<p>The students are also skeptical about the government&#8217;s efforts. Giorgio Jackson, president of the student federation at the Catholic University, said the government &#8220;wants messages to be sent through the press, which means they&#8217;re not interested in a dialogue.&#8221;</p>
<p>Nearly 1,900 protesters have been arrested and some 260 police officers and 36 civilians injured in clashes since nationwide demonstrations broke out three months ago.</p>

			<content:encoded><![CDATA[<p>Australia&#8217;s Queensland Government said on Friday that State Premier Anna Bligh was successful in securing support from the states and territories for a new three-year working visa for international graduates in areas of skills shortages.</p>
<p>Bligh said the move would help stop the recent decline in international student numbers and would also prepare the nation for the next mining boom.</p>
<p>&#8220;Today&#8217;s agreement means not only growing Queensland&#8217;s vital industries but ensuring we have the skilled workforce to do this,&#8221; Bligh said.</p>
<p>The Premier placed the issue of international education on the agenda at Friday&#8217;s Council of Australian Governments meeting in Canberra as a result of declining numbers of international students in recent years.</p>
<p>Bligh said states and territories have asked the Commonwealth to evaluate this idea to stop the fall in student numbers.</p>
<p>&#8220;Australia is on the cusp of a resources boom and we are facing a looming skills crisis,&#8221; she said.</p>
<p>&#8220;We shouldn&#8217;t be discouraging young, enthusiastic workers who are keen to fill these roles.&#8221;</p>
<p>Bligh said the resources sector alone would generate 38,000 jobs in the next few years and unprecedented opportunities for Australian graduates in key disciplines such as engineering, environmental science, metallurgy, as well as law, hospitality, accounting and management.</p>

			<content:encoded><![CDATA[<p>A Chicago law school Tuesday opened its Chinese Intellectual Property Resource Center, the first of its kind in the United States, aiming at promoting bilateral exchanges in the IP field.</p>
<p>The John Marshall Law School has played a noticeable role in promoting study and understanding of Chinese intellectual property law by sending American students to China and educating Chinese students here.</p>
<p>&#8220;The John Marshall Law School and the Chinese intellectual property community, particularly the State Intellectual Property Office of China (SIPO), have enjoyed many years of successful cooperation,&#8221; said Dorothy In-Lan Wang Li, co-director of the Asian Alliances Program at the John Marshall Law School.</p>
<p>&#8220;The Resource Center will provide a unique stage for IP dialogue between the U.S. and China in the years to come,&#8221; he added.</p>
<p>Sharon Barner, former deputy director of the U.S. Patent and Trademark Office who has extensive experience in dealing with China&#8217;s IP regulations, told Xinhua, &#8220;The establishment of the Resource Center is critical.&#8221;</p>
<p>&#8220;It bridges the cultural and geographic gap between China and the U.S. Companies and students should all take advantage of the resources,&#8221; Barner added.</p>
<p>A delegation of six people headed by Gan Shaoning, Deputy Commissioner of SIPO, attended the opening celebration.</p>
<p>&#8220;Over the past 17 years, we have sent a total of 170 students to the John Marshall Law School for extended period of studies. Ninety of them have obtained their law degrees,&#8221; Gan told Xinhua.</p>
<p>&#8220;This center will provide a platform for American students and IP practitioners to learn more about Chinese intellectual property law. It&#8217;ll help enhancing the mutual understanding and communication between the two countries,&#8221; he said.</p>
<p>Professor Wen Xikai, a member of the Chinese delegation, gave a lecture on the implications of the third amendment to China&#8217;s Patent Law that became effective on Oct. 1, 2009.</p>
<p>She also briefed the audience of nearly 100 students, faculty and IP attorneys from Chicago, providing them with the background of the three amendments implemented respectively in 1992, 2000 and 2008.</p>
<p>&#8220;I&#8217;m quite excited about the resources at the Center,&#8221; said Jianchen Lu, a junior student at John Marshall Law School. &#8220;I&#8217;m looking forward to do research at the Center and be able to find materials both in English and Chinese in one place.&#8221;</p>
<p>The John Marshall Law School started working with China&#8217;s law schools and government agencies in 1994.</p>
<p>Today it not only accepts 10 Chinese students each year from SIPO for long-term studies, but receives many short-term students and scholars from China.</p>
<p>Over the past four years, the Law School has been running a &#8220;summer program.&#8221; Twenty or so American students have the opportunity to study in China for a month. This year&#8217;s program focused on the growing role of China in intellectual property law.</p>
<p>The John Marshall Law School, located in downtown Chicago and founded in 1899, is a private school with nearly 1,500 students.</p>

			<content:encoded><![CDATA[<p>According to a notice issued by the Ministry of Education on its website Friday, elementary school students in grades three to six will have one hour of calligraphy class every week, and senior high schools should set up calligraphy as an optional course.</p>
<p>&#8220;Primary and secondary schools should also introduce various after-school activities on calligraphy,&#8221; the notice said.</p>
<p>In general, the courses will teach students to write standard Chinese characters in a proper way, using the right gestures. Students in higher grades should also learn to appreciate the work of ancient calligraphers.</p>
<p>While urging schools to train teachers and establish specific plans for calligraphy instruction, the notice also encourages hosting various calligraphy-related activities after school such as inviting calligraphy experts to give lectures.</p>
<p>According to the notice, provinces and regions with adequate education resources should start calligraphy lessons in September, the beginning of the fall semester.</p>
